Vice Chair Luria Amendment Would Grant Service Time To STA-21 Graduates

Today, the House Armed Services Committee (HASC) adopted Vice Chair Elaine Luria's amendment to the Fiscal Year 2022 National Defense Authorization Act (NDAA) to correct an injustice to 278 graduates of the Seaman-to-Admiral 21 (STA-21) Program between the Fiscal Years 2010-2014 where their time in college did not count towards their service time and retirement pay without their knowledge.

"The Navy made a mistake by implementing a program change without notifying the Officer Candidates at the time," Vice Chair Luria said. "The men and women who serve this country represent the best of America, and we acted on the opportunity to correct the Navy's mistake. This issue was brought to our attention by multiple constituents, and I am proud to have been able to help address this on their behalf."

Graduates of the STA-21 program between 2010 and 2014 were not notified that their years in college, while they were active duty, did not count towards their retirement as it had prior to 2010. The Navy did not start properly notifying Officer Candidates of this change until after 2014. This change corrects that oversight and directs the Board for Correction of Naval Records to adjust the records of the Officers impacted to grant retirement credit for the years they spent in college.
